Does New York State have a ban on certain dogs that are considered vicious and possibly deadly?

Shame on the owner of this dog. An owner cowardly left after this incident in 2016 and they are still looking for the owner of the dog. Nine-year-old Meech Mills was just "really sad" about his finger that is now, mostly, missing. Now 15 years old, Mills is still missing his finger.

The coyote was acting really weird. It would take a few steps and then just stand there for minutes at a time. Take a few more steps and then stop for a while again.
