State regulators in California are weighing a tax on text messaging to help fund a program that makes phone service available to low-income residents.

California has this program to help people in the state called the Public Purpose Program budget, which has risen to $998 million and they cannot afford it and are looking for options to supplement.

Cell phone carriers are expected to fight the bill. Organizers suspect that if this idea were to pass, a monthly surcharge would show up each month on your cell phone bill.
