There is really only one region in New York State that is doing well in controlling the spread of COVID-19. According to the most recent state COVID-19 update, released Friday, October 1 (with data for Thursday, September 30) by New York's first female Governor Kathy Hochul, most of the regions have positive rates above the statewide average. Only New York City has positive rates of less than 2 percent.

Here's a look at the 7-day average percentage of positive tests for each region for Thursday, September 30:

Statewide - 2.52%

Capital Region - 3.74%

Central New York - 5.20%

Finger Lakes - 4.38%

Long Island - 3.09%

Mid-Hudson - 2.46%

Mohawk Valley - 4.72%

New York City - 1.42%

North Country - 5.62%

Southern Tier - 3.45%

Western New York - 4.32%

As you can see from the data, New York City is the only region with a positive rate of below 2 percent. The Hudson Valley is the only other region (in addition to NYC) that is below the statewide average. Central New York and the North Country have the highest positive rates in the state. The rest of New York State should definitely look at what is working for NYC to lower its positivity rate. It is the most populous region in the state and is still able to control the spread of COVID-19 better than even some of the rural regions, where there are fewer people and more space.

There were 37 New Yorkers who died from COVID-19 on September 30, bringing the state's total to 44,587. Queens County had the most deaths, with 7 people dying due to COVID-19.

Here's a snapshot of the stats across New York State for September 30:
