The ranking is based on various datasets. The data for the per-pupil spending in each district was based on the U.S. Census Bureau’s Annual Survey of School System Finances. Students' to teachers' radio data for the 2019-2020 school year came from the National Center for Education Statistics. The percentage of children aged five to 17 living in poverty came from the 2019 U.S. Census Bureau’s Small Area Income and Poverty Estimates program. Data on the college education of graduates of school the districts in 2019 came from the U.S. Census Bureau’s American Community Survey. The report only considered school districts with 500 or more students.

The Niagara Falls City School District ranks as the worst in the Empire State. Per pupil spending in the distinct totals just $18,524, just above the $18,262 average in the Northeast. The student-to-teacher ratio is 20:1 in Niagara Falls, well above the New York average of 12:1.

Niagara Falls City School District Snapshot
- There are 7,159 students enrolled in the district annually.
- The district spends approximately $18,524 per student.
- There are an average of 20 students per teacher.
- Of the adults who graduated from the district 18.7% have at least a Bachelor's Degree.

What is interesting is, the Niagara Falls City School District spends more than $18,500 per student, but has a high student: teacher ratio. It makes me wonder where the money is actually being spent. Quite a few other states on the list spend less per student and have lower student: teacher ratios.
