Buffalo Is a White-Out in First Snowstorm of 2016 [VIDEO]

Lake effect snow stormed into downtown Buffalo Tuesday afternoon making conditions barely visible.  This video was taken at the top of the Rand building downtown where you could hardly make out City Hall and the Liberty building.
