The City of Good Neighbors isn't called that for nothing.  Travel and Leisure Magazine earlier this year ranked Buffalo, America's Friendliest City.

Buffalo scored highest for manners, hospitality toward tourists, politeness, and "neighborly love and wam dispositions".

According to a Buffalonian in the article...

People smile at each other on the streets. We talk to strangers all the time and are just overall willing to help each other.

I have to agree, compared to other similar size cities that I have visited Buffalo seems to have a more favorable demeanor.  I remember when first working in Buffalo in the early 70's I asked a person in Allentown for directions to the Scajaquada Expressway.  Not only did he give me directions he got in his car and lead me there.
